Cloudians are fun archetype that I main, but it has been forgotten. So here is me giving my best to make them rogue.
Deck Master: Cloudian - Eye of the Typhoon
The point of this Hard Lockdown Deck is such setup:
Parshath on Extra Monster Zone
Cloudian - Acid Cloud
Cloudian - Cirrostratus
Herald of Mirage Lights / of The Arc Light
Cloudian - Turbulence
Sanctuary in The Sky Field Spell
1-2 Cloudian Squall(one could be enough as Sanctum can recycle Cloudians then you Normal Summon them and they will have some Fog Counters)
Sanctum of Parshath
1-2 Divine Punishment
Here's what usually happens
When you fetch the needed cards you can replace Parshath for Eye of The Typhoon or Nimbusman as beaters.
When you have such setup you can negate anything with Divine Punishment or Herald of Mirage Lights. Sanctum of Parshath lets you recycle the Divine Punishments and the Cloudians you discard to activate Mirage Lights. if Mirage Lights is destroyed by battle which it frequently will be Sanctum can return it to Extra Deck so you can spawn him again with Smoke Balls(generated by the Turbulence you have on the field).
You can also turn your Cloudians to Defense Position in order to destroy them and recycle them with Sanctum. Then you can Normal Summon them again and they will gain some Fog Counters on top of what Squall gives them.
Note: You can't destroy face-down cards with Acid due to Sanctum but you can just attack and negate anything so it doesn't matter.
Features Deck Search aid with Pot of Duality, Zeradias, Parshath, and Gold Sarcophagus(for drawing Cloudian Squall mostly).
Extra Deck:
Number 54: Lion Heart - A win-con on it's own. You can just damage the enemy by attacking them with this. If they have big boards and think they will attack him repeatedly you should save the materials for their turn.
Tantrum Toddler - He's not essential but very fun and also kind of easy to bring out. Perfect synergy with all the negates I have in the Deck and could also serve as GY effects negater. I recommend summoning him then negating your some of your own effects with divine punishment to make him immediately indestructible. He will become a dangerous beatstick over time. You could pair him with Timelord Progenitor Vorpgate. And use Todd nuke to attack directly or warp frontrow with Vorpgate away and attack directly with Toddler. He's pretty much a slower Rank 1 Zeus with a lot higher Attack. Beware of overcommitting!
Celestial Knightlord Parshath - Grade A card in my deck. Costs 3 Smoke Balls. First you fetch Zeradias if Sanctuary in The Sky is not on the field(fetch it and not Sanctuary in order to thin the deck). You should also search for Sanctum of Parshath to enable the negating loop. After that you can fetch either Divine Punishment or any Cloudian(this is golden).
Herald of Mirage Lights - Very Good card in my Deck. I used to run test build with Herald of Ultimateness in my Deck(To get opponent into 100% Lockdown). It was too slow so I thought this could help. It helps with Counters that could disrupt Cloudians extending the 3 Divine Punishments I have. You can use the Ship and its derivatives to protect it. If they attack it then activate their cards undisrupted by Mirage the Ship will hit them for a lot of damage. If they don't attack that way you will have additional line of negates with Mirage.
Number 27: Dreadnought Dreadnoid: Alternative win-path. Use 2 or more Cloudians. Summoning this could be overextending, so beware!
Superdreanought Railcannon Gustav Max: If you use 3 Cloudians and summon this it will have 4 materials which means your opponent has 3 turns to get rid of it(which is not easy if you keep negates) or lose.
Number C9: Chaos Dyson Sphere: This thing can lunch with your opponents' monsters especially if they are unprepared. It will also burn becoming a ticking time-bomb and don't forget you don't have to eat the monster, you can just hit it with 3600 ATK.
Superdimensional Robot Galaxy Destroyer: For when enemy has annoying backrow you want to get rid of and buff 5k ATK. They can't respond when you activate it's effect but they can still negate it's summon with Solemn Judgment or use destructions preemptively so beware!
Superdreadnought Railcannon Juggernaut Liebe: The king of caveman era game. It relies on brute attack force but Nimbusman does that 3 times better. You could use it if something happens to your Rank 10 tho or you want materials for Zeus.
Divine Arsenal AA-Zeus - Sky Thunder - This is a bomb card in other decks but I personally don't use him in mine. I like sitting on control and such board wipes make me think what if opponent comes back somehow and I screw up, I'll be shamed. Of course climb through xyzes 27 -> rank 10 -> jug liebe -> zeus so that he has materials. You could try swapping him out for his cousin TY-PHON I don't because Zeus feels like final boss and I feel a void without hi in my Extra.
HIDDEN BOMB: Timelord Progenitor Vulgate - I found a really OP trick with this card. His effect reads when it battles at end of Damage Step banish all opponent's monsters and at End Phase return them to the field. You can negate his second effect with Divine or Arc to make opponent's whole front row STAY IN BANISHMENT. Rinse and Repeat because you can recycle Orange to make Arc and also recycle Divine Punishments.
Side Deck:
Lava Golem - fun way to get rid of opponent's monsters. It's 100% sure opponent will link it away or tribute it so don't expect it to stay there and burn them as it's useless vs Cloudians, but yeah the damage would have been already done. You could try Volcanic Queen if you're up to it.
Additional Altus - For Exodia matchups🤣
Mother Grizzly - Smash it into opponent monster to search a Cloudian. OG tech!
Lyrilusc - Assembled Nightingale - Will literally poke the opponent for 1800 + 800 + 200 = 2800 LP. If you detach material from it it says you take no battle damage so it will be useful if you still don't have Sanctuary in The Sky to protect your LP. Number 54 can just close the game anyway so she's not needed but Assembled is the practical choice, though Tantrum Toddler is too fun for me to throw him to Side.
Final Attack Orders is against effects that turn Cloudians to Defense position causing them to self-destruct.
Lyrilusc - Ensemblue Nightingale can negate Special Summons but pretty much the only use case is if you get Turbulence and Aerosol at start to block opponent's first moves.
